Why do authors switch between numerals and the word for a number in their books?

I've noticed, in almost every type of text, that there seems to be no continuity, rhyme, or reason between saying, for instance, '8' or 'eight'. Sometimes both the numeral and the word are used in the same paragraph. What is the grammatical rule for this and what is the purpose between going back and forth?
