Why does Gordon Brown wants to allow Catholics royals to ascend British throne?

The British succession law clearly states that Catholics royals cannot inherit British throne. Why suddenly now Brown wants to change it - to allow Catholics to be in succession line? Isn't supposed a British monarch head of the Church of England? What would be the reactions of the House of Lords and the Her Majesty The Queen herself to this proposed amendment?
