Why does Vince do this?

I havent watched in awhile, but I turned RAW on the other day to see that Cena lost the belt to some guy sheamus, My question is why is this guy a champion already, when guys like MVP are not given the chance? Also look what he did to Booker T, he was a WcW champ and vince made him a laughing stock with Golddust. Anyone else agree?
